I wouldn't be at all surprised...
One reason SO moved to LA was complaints from neighbors in Chicago. While trying to find a link to an article I remembered I happened on another that said even when SO was setting up shop in Chicago the first time... (before the women had even entered the house) that the neighbors had sued... and SO found another house in Chicago. So it appears at the end of the first season in Chicago they were still fielding complaints...
I think the original neighbors thought it was going to be another Real World type show.. and attract what is described by them as 'unsavory characters'. Of course at that point noone knew what SO was going to be about..
I recall reading one article about the move to LA mentioning the neighbors complaining (RE: the house they did wind up ultimately using) that the cameras were a distraction in the neighborhood and the activity at the house.

It's news to me that SO had to change locations (in Chicago) before they even got to start filming in Chicago due to neighbor complaints..
