When the show first aired here in Michigan, it was on TLC and only TLC. Then the local channels picked it up in season 2. Just my 2 cents worth on the matter.

I remember TLC air the 1st season. That would be great place to show seasons 1-3.

My local NBC affilaite aired it from the get go. I only watched the first episode or two. Didn't get interested until midway through Season 1's summer reruns.

It's a little late to try to make any impact on this fall's schedule.
Each season, Starting Over started production in late June/early July and taped until February. And the flurry of initial recruiting for housemates for the next season typically was very heavy in October/November and again in January/February...
With that in mind, perhaps it might have some effect on fall 2007's schedule.
